In response, the City of Austin has decided to hire an external investigation to look into the situation.

Lifeguards Deserve a $22 Living Wage
Sign the petition to urge the City of Austin to raise lifeguard wages to $22 an hour and improve benefits in order to have at least 750 lifeguards on staff in summer 2022 to allow Barton Springs Pool and all City of Austin Parks and Recreation Department pools to fully reopen and operate safely.

As of January 25, 2024, lifeguards achieved their policy goal to allow women guards the option to wear two-piece swimsuit uniforms. Lifeguards have been advocating for this policy change for many years. Thank you to the lifeguards past and present who spoke up to make this policy change a reality!

Austin City Council approved $20 hourly wage for city workers, including lifeguards, in 2022-23 budget.
For the first time in history, the City of Austin will have some full-time permanent lifeguards with full benefits, 13 were approved by City Council in the 2023 budget!
The City of Austin PARD promised to provide paid training during the 40 hour lifeguard course, although they have not done it.
Dental insurance for all City of Austin temporary employees after 12 months on the job has been approved! Lifeguards persuaded City Council to approve the optional benefit of dental insurance for lifeguards and ALL City of Austin temporary employees after they are eligible to purchase health insurance, which for temporary employees is after 12 continuous months on the job.

As a current COA Lifeguard, 16 an hour and no paid certification classes are turning people away from the job. Employers all over the city have raised their wages, and when someone can start working immediately with no required training or paid training, they will do that instead of lifeguarding. I have lived here my entire life, so I know how crucial our pools are to the city’s culture, but our pools are in danger. Without enough lifeguards, more and more pools will need to stay closed through the summer. However, the current wages and bonuses are simply not enough to attract new applicants for the job. In order to fully staff COA pools and save a crucial part of Austin culture, the city must raise base LG pay to 22 dollars an hour and offer paid certification and renewal courses.

I worked as a cashier for Barton Springs for 2 years and was forced both to find a new job and to move out of my South Lamar apartment because of the discrepancy between the City of Austin’s wages and the city’s alarmingly rising cost of living.
The high turnover and lack of quality staff retainment could easily be rectified by increasing the minimum wage beyond $15/hr. I am now making double this wage working in a restaurant as just a hostess. The city desperately needs to catch up and acknowledge the hard work the Barton Springs staff pours into its maintenance and operation each and every day. Please allow us to become full time employees to receive benefits (I had no health insurance throughout my 2 years with BSP and 3 years in full working in Aquatics) and to be able to survive off of our wages instead of calling upon 16 year olds who will not have the maturity necessary to navigate the depth of many of Barton Spring’s needs.

Austin City Council can Save the Summer! for many Austinites by enhancing wages and benefits for lifeguards enough to make sure all pools are fully open and that the many Austin children who have fallen behind on learning to swim over the pandemic can attend swim lessons this summer. They will use those swimming skills the rest of their lives.
Summers are hot in Austin and the people of Austin need their pools fully staffed and open. Barton Springs Pool is currently closed Mondays and Wednesdays because of the lifeguard shortage.
In addition to adding your name to this petition, you can send a personal email to all Austin City Council members at once by using the form on the city website.
The city has only offered $1,250 dollars in bonus money and zero wage increases (Update: raised to $16 as of April 27). Barton Springs lifeguards have spoken to Austin City Council and the Austin Parks and Recreation Board, which you can see in the videos here and here.
The current lifeguard starting pay of $16 is not enough to attract enough people to work as lifeguards when they can find many other jobs requiring less training and skills for the same or more pay. The Austin Parks and Recreation Board unanimously endorsed a $22 pay rate for lifeguards.
The Massachusetts Department of Conservation and Recreation offers a $21 lifeguard starting pay rate, plus they offer $1,000 in bonuses, for an effective pay rate of $23.50. The City of Phoenix offers its lifeguards a $2,500 bonus. City of Austin lifeguards save lives every summer. We support raising their pay in order that enough lifeguards will be ready to serve the people of Austin this summer.
